Why does my CPU Maximum Frequency stay at 100%?

how long ago did you install MSE? Do you look at your task manager and your processes during these "slow times"? How many programs are running in your task bar? How often to you run the defragger and disk cleanup like Ccleaner and Sweepi or your OS's disk cleaner. If you use Ccleaner a href="http://download.cnet.com/ccleaner/" rel="nofollow"http://download.cnet.com/ccleaner//a you can go to tools and then start-up to delete unneeded programs from your start-up. It won't delete the program. It will only allow you to start it manually and won't waste resources by starting automatically when it isn't even being used. You can also try and change your computer to best performance a href="http://www.sevenforums.com/tutorials/1908-visual-effects-settings-change.html" rel="nofollow"http://www.sevenforums.com/tutorials/190…/a . With those specs I really wouldn't expect slow performance. You MIGHT notice a difference if you purchased an SSD drive like one of these a href="http://www.newegg.com/Store/SubCategory.aspx?SubCategory=636&Tpk=ssd&Order=RATING" rel="nofollow"http://www.newegg.com/Store/SubCategory.…/a ( you can change the " SORT BY " to best rating /most rating and read those reviews and visit other review sites to help you make your decision ) and loaded ONLY the operating system and a few SELECT programs. Do you have any add-ons or plug-ins running in your browser that are being resource hogs? Might wanna cut them loose.
