Okay so is it true that if you have not bad acne and you use proactive that it well make it worse?

No...Using Proactive will not increase your acne. I also don't have an acne problem..Just the occasional small pimple..I have used Proactive before and it didn't make my acne any worse. Although I did like Proactive, I liked Mary Kay or Dove better though.
