How does one go about propagating Abelia (Abelia grandiflora)?

I've seen information that says, "Hardwood cuttings in summer, layers in spring." But I don't know the exact specifics of what that means. Does it mean cutting some of the shoots from the shrub and placing them in water until they sprout roots, or what?
